Energy Sector Dialogue

The Sector Dialogue’s members jointly address human rights challenges in the supply and value chains of the energy industry and develop effective measures.

The Energy Sector Dialogue is a multi-stakeholder forum that brings together representatives from companies, associations, trade unions, civil society and the German federal government. Together, they address structural challenges and work to improve human rights conditions along the global supply and value chains of Germany’s energy sector.

To this end, members engage in regular knowledge and experience sharing. They also collaborate in working groups to develop joint measures addressing concrete challenges from practice.

Current working groups of the Sector Dialogue

Minimising the negative impacts of bauxite mining in Guinea

Aluminium is a key component of many products and technologies used in the energy sector. The mining of bauxite – the raw material used to produce aluminium – can involve serious human rights risks, including forced displacement, environmental damage and water pollution.

The working group aims to work with local stakeholders and mining companies in Guinea to develop and implement effective preventive and remedial measures.

Responsible procurement of aluminium cables

Responsible procurement practices and close cooperation with suppliers are key to prevent and mitigate human rights risks in the deeper supply chain.

Building on the seven principles set out in the joint publication “Managing Procurement Responsible”, the working group develops practical tools and facilitates knowledge and experience sharing to support the continuous improvement of procurement practices.

The next step is to develop a catalogue of sustainability criteria for the procurement processes. Relevant cable suppliers will also be invited to join the dialogue.

Fair working conditions in the construction of energy infrastructure

Construction sites in the energy sector can involve specific human rights risks, including inadequate occupational health and safety, health risks, precarious working conditions, low wages, discrimination and limited access to social security.

The working group therefore develops effective preventive measures, supports their implementation in business operations and promotes practical knowledge and experience sharing.

The working group has already developed the catalogue of measures and training materials to raise awareness among employees. It has also developed guidelines for risk assessment, action plans and engagement with business partners. The participating companies are currently piloting these materials.

Sector-specific risk assessment

The abstract risk assessment “Potential human rights risks along supply and value chains” was developed at the beginning of the Sector Dialogue’s work and focuses on six areas: photovoltaics, battery storage, wind energy, natural gas, power grids and hydrogen.

The assessment is now being updated to reflect the changing legal framework. Selected stakeholders are being involved constructively in the process.

Governance & Cooperation within the Sector Dialogue

The Sector Dialogue Energy Industry was established in 2022 and implemented by the German Federal Ministry of Labour and Social Affairs (BMAS) until June 2026. Since July 2026, the Sector Dialogue has continued its work under the umbrella of the UN Global Compact Network Germany e.V.

Collaboration within the multi-stakeholder group is coordinated by a secretariat and steered by the project members.
